Oh, but that's a cop-out, jtt. I should have phrased the question better.

Let's move to another continent/regions to illustrate. Chechnya. Prior to 9/11, Chechyna was seeking independence since the Soviet Union broke up. [Sometimes we refer to such groups as "freedom loving people"] During the following years, Russians [Yeltsin] sent in troops and killed some 40,000 Muslims and displaced some 300,000. It was the US position [and restated during the Bush Administration] that Russia was persecuting/torturing/murdering the Muslims.

9/11 comes and the US wants Russia's vote on 1441. The US position gets tweaked. Powell says Russia has a "political problem" and hopes they can arrive at a political solution. 1441 passes. Subsequently, a new UN resolution is submitted by the US to authorize the use of force in Iraq.

The US position on Chechnya is once again "tweaked". The Muslims are now "terrorists".

What's in it for the US? A vote on the UN Security Council. And it was a vote that didn't even make any difference, as the US pulled the resolution off the table.
