What you don't seem to realize is that Bush is a politician beholden to so many capitalist cronies in the gas, oil, and coal industries.

He doesn't want the rapid development of hi-tech that will help in obviating the need for fossil fuels. Bush, the political animal that he is, wants to help his capitalistic cronies maximize profits and to keep supporting him at the expense of the environment!

By the way, even when we get to use alternative forms of energy (power), there is still no getting away from oil for obtaining precursors to manufacture drugs, fertilizers and plastics. This means that gasoline (that would then be relegated as a by-product) will continue to be used but not to the same extent as it is now.
