If you haven't tried a new phone outlet to modem connector wire/cord yet, that would be something I would try.

It sounds like it might be something in your dialup-modem software configuration.

I had a lot of problems with internal modems not working properly in my 5 year old Compaq Presario I keep in a spare room, so I tried a Cardinal external modem a few years ago and finally it worked! So you may want to try hooking up an external modem and see how it goes.
