Bush's stance,as well Kerry's,is to try and establish a global separation of those who continue to establish their views from a terroristic approach without including by stereotyping anymore of those who are innocent from a theological viewpoint. To do so would surely risk allowing those innocently afflicted to support those who believe in terrorism.
