The same CIA factbook lists German exports at 696 Billion :-)

German Exports:
$696.9 billion f.o.b. (2003 est.)
German GDP
$2.271 trillion (2003 est.)

US Exports:
$ 714.5 billion f.o.b. (2003 est.)
US GDP
$10.98 trillion (2003 est.)

A small enough difference to be explained by the choice of conversion of euro to dollars. But a staggering percentage of the German economy is exports, 33%. Perhaps that is more of a result of the low trade and transportation barriers in Europe.
