So - what is the educational failure that allows the NDP to periodically win all over Canada?

The real problem is parliamentary government that allows minorities to rule without checks and balances. No matter who we elect there are sufficient checks and balances to prevent wild policy swings. Then again - Thomas Jefferson et al were brilliant and inspired men.

Odd. Some friends of mine in BC claim they are powerless - that Quebec rules the country because it is the most populous province.
