The Bushies come back with, "Bush has had such bad luck, tech crash, corporate scandals, 9/11; he's done an amazing job considering this. His performance is poor, but IT'S NOT HIS FAULT".
I think he's responded terribly. Any good President would have had the economy back on track by now. He's created such a huge deficit with his ineffective, misdirected tax cuts, that all businesses are in full hunker mode now, waiting for interest rates to rise and peace to break out through the Orange Alerts (except Halliburton!). Any decent President wouldn't have invaded Iraq by mistake. He's bad luck and bad news.
