Thanks for your compliments, but I have no special knowledge of what's going on in the Sunni triangle. I do know that Filkins is one of the Times quagmire specialists, and given the same material, Filkins will write it up as far blacker for America than Burns, himself hardly a cheerleader for Bush administration interests, would do.

The Americans clearly decided not to smash the insurgents in Fallujah, and the proposed Iraqi solutions didn't work, so the insurgents have a safe haven there. Then they got distracted with Sadr's rebellion, and figured, one thing at a time. Since any solution will require a political component, you can expect a lot of bargaining between Allawi and the sheikhs, who represent a state-within-a-state in Iraq. The one thing that favors Allawi is that the jihadis and criminals who have taken over Fallujah are no favorites of the sheikhs or the people either. It is a game of positions, and of credibility - you are strong enough to win if you can convince others that you are.
