These are not mutually exclusive paths... Just don't expect quick results, it's a long-term affair. It's important to pace the two of them in the right doses to get the synergy. The reason I made that point that C2 neglected path two and it seems to me that the Administration is, too. That's one of the problems with our polarization. If you want to win something and you can't bypass the opposition, then you either need to crush it or win it over to your paradigm. I'd like to see more attention to the latter.
