No. If we trade weapons with Israel and as a result of Israel's actions against us we assault her, and if to stop our assault she agrees to disarm and confirm disarmament, and if after agreeing to disarm she fails to meet her agreement, then we are logically at liberty to resume the assault that was only halted by the agreement in the first place.

If we don't like abortion, then we don't have to have one - right? But if someone wishes to force us to support abortion, then we have reason to fight it. We must be logically consistent, Kevin.

Who is to judge a threat, and have the right to preemptively respond against it?

Preemption is really not at issue here, Kevin. Iraq had an obligation, one it willingly accepted, one that it intentionally failed to meet. For that reason we invaded Iraq.
