Okay, so 216.63.13.31 didn't work either.

If you can't access it via IP address, the problem has to be at your end.

-- It's a major ISP, so their DNS tables should be okay.
-- Do you have problems accessing any other sites?
-- Are you using a cookie blocker (although it doesn't look like you are getting that far).

You can try adding dev.siliconinvestor.com to your Trusted Sites in your browser.
