It's poorly put. The school must raise up EVERYBODY in the school. These suburban school districts get well off kids that do well. The teachers have been coasting. Now they have to work to raise standards, and they can't hide their poor achievers, who may be Hispanic, low-income or disabled students.

Here are 2 more definitions of terrorism you may want to know about.

Title 22, USC, section 2656f(d) legally defines terrorism as "premeditated, politically motivated violence perpetrated against noncombatant targets by subnational groups or clandestine agents, usually intended to influence an audience."

The FBI uses this definition, "Terrorism is the unlawful use of force or violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives."

I thought it was about improving the education of our kids by setting standards so that schools that are not doing a good job could be improved and/or kids could get out of them into a school that is more effective.

Losing the children that they don't educate well, followed by losing the funds those children provide is supposed to be the stick to get the schools to improve. But from what I understand there isn't really any stick or if there is one it isn't wielded frequently or effectively.
