Good point. That's something mankind still hasn't worked out entirely. You're right that there should be a clause for leaving a union as well. The main reason a country doesn't like to see states leave the fold is because it sets a bad example. We let S. Carolina go and then who else is going to threaten to leave in a few years? I think the Russian situation is complicated by all the oil in the Chechneyan region. That always makes a break away more volatile. Have other provinces left Russia relatively peacefully?
