There were dozens of warnings from a wide range of sources covering increasing levels of specificity.

The warnings all pointed to a threat against the USA overseas. Precautions had been put in place at overseas locations. Al Qaeda was well known to be a problem overseas. No one seemed to understand the magnitude of it though nor its potential. No one seemed to consider the use of a plane as a bomb. It was barely discussed in the 2000 campaign by Gore or Bush. Richard Clarke, counter-terrorism policy coordinator, said on 9/4/01 that it hadn't even been decided if "Al Qaeda was a big deal". In other words, at least two administrations under-estimated the threat of Al Qaeda on US soil.

You posts suggest a belief that Bush could have prevented 9-11. The net of preventing 9-11 extends far beyond him. I will leave it there.
