Al, do a search on Google, especially for the NY Times' own articles on the subject. Members of the UN were directly implicated in taking kickbacks from the Oil-for-Palaces program. Kofi Annan promised a probe into the scandal, but it's no surprise that it's going to take quite a long time and will have a heavy CYA tone to it.

How widespread the corruption is is a matter of debate. But the corruption itself shouldn't be a surprise, given how many members of the U.N. are from banana republics with histories of inbred corruption.
