NOT QUITE. Just for starters, there was Japan.

AND there was Finland. Now the Finns were fighting on the same side against the Russians BECAUSE they had been invaded by Russia, but they were considered on the same side. There were a number of European nations in the same fix. I believe Romania was one of them. They had been overrun and their gov't replaced by a pro-Nazi gov't that then declared war on the USSR and effectively became an ally of Nazi Germany.

There was quite a to-do after the war about what to do about and what to consider these somewhat unwilling allies of the Germans. It was finally decided to let them off the hook.

But the stance of the Arab world seems to be that an atrocity committed against them is an atrocity, but an atrocity committed BY them is justifiable homocide.
