My windstorm is usually through Tx CAT, but for now Allstate is covering it and I have my home owner coverage with them also..Premium is about $1400 this year.

Tornados are a much smaller storm, with much less damage overall. Where they do strike, they're generally much more damaging than most hurricanes. A tornado might totally destroy one house, without touching any others nearby. Just as a guess, I'd say they don't affect insurance rates as much as hurricanes.
