CD, Islam has no centralized dogma. Each cleric may interpret the book.
At one place you can find that, if you are in a battle, avoid killing people. If you have to, only kill those foes who wear a weapon.
Other say that non-believers are not specifically mentionned to have rights, and extending this in saying that they are not even humans (the Tora isn't particularly friendly to non-Jews either):this explains why slavery still is in usage in many countries. Killing a slave is no crime.

Western politicians forget this, and negociate treaties. To be laughed at as soon as they use the pen.

re: torturing prisoners ... who never did throw the first stone. It is unacceptable, but I know of no army or police force in the world who does not. Many people turn into tortionaries as soon as they have a little bit of power. Look no further than a regular company's office or many married couples.
