Chances are they will use logic, and attack the perpetrators.

The perpetrators are all or mostly dead. Who remains are their leaders, planners, supporters. They are hard to catch. Also, they need to catch or kill future perpatrators. They are hard to identify, but at least in Russia, it should be easier to deal with these terrorist to be, since Russia has no ACLU to protect them.

Then again, they could "pull a Bush" and attack some country that had nothing to do with it.

Well, I have a short list of countries they should consider, if they are interested.

More important question, IMO is future participation of Russia in the axis of weasel. I would bet against.
