what happened? in my opinion loppy (kerry) had some operatives working for him who tried to help him beef up his Silver Star Citation. It is obvious they were not familiar with the awards process and probably thought they were upgrading his Silver Star when they published documents with the "V" designated on it. They still weren't happy so they then added a bit to the citation. They were in cahoots with some trusted staff official from former Secretary of the Navy Lehman's office or bamboozled the person to have the new certificate signed with an autopen. This is very common, the use of an autopen ..... however, the trusted official who okay's it normally is a real detailed trusted person, a log book would be used, and a copy placed in one folder for file and another copy placed in a reading file for Secretary Lehman. A clerk working for this trusted person is the person who actually operates the autopen under close scrutiny. Secretary Lehman would review after the fact all correspondence that went out under his signature. Now Secretary Lehman states that he never saw anything on loppy (kerry) so it appears some fraud and trickery were involved in the reworking of loppy's (kerry) Silver Star. Remember this all occurred almost a dozen years after the award was approved. This is highly irregular. Remember, there are ugly rumors out there that the vc lower his weapon and ran away. loppy found him cowering and hiding and shot him. If these rumors are true, then loppy (kerry) should have been courts-martialed under the Articles of War for executing that vc. This is why it is important for loppy (kerry) to release the supporting documents for his Silver Star. This could clear his name and put this nasty rumor to rest once and for all.
