Barnes is undoubtedly a bit of a crook, but I don't see that the RNC is suggesting that he wasn't Lt. Governor at the same time W allegedly got a pass into the NG. I should think that if the chronology was as clear as that, the RNC would be jumping on the point. It isn't, suggesting to me that the "Barnes wasn't around" claim is a bit of internet folklore:
