The alleged memo says that Bush didn't take an annual physical. Well why didn't his CO, Col. Killian have him administratively discharged or called to active duty. If called to active duty he could then actually force him to do the physical. Calling to active duty take dollars and Bush would earn active duty pay for every day on active duty.
