The selected recounts that Gore requested were a strategic (and probably legal) mistake. If Gore had requested a statewide recount he might possibly be sitting in the White House today.

There are many opinions as to whether the selected recounts, if approved by the courts, would have resulted in a Gore victory in Florida.

Your guess is as good as mine.

The only scenario where Gore didn't win florida is if they didn't count the votes and let the Supreme Court select a president.
