I dont by that NK can be contained forever. I think saddam out of the box would have become an NK wannabee. Iraq is arab and in the middle east and wouldnt have to launch a missile to hit a western target if you get my drift. Whether saddam loved terrorists is immaterial. They would have served as human bombs for him and he would have gotten his revenge and possibly gained control of the Gulf which was his earlier goal. And the terrorists would be able to top 9/11 by a factor of 100. And dont forget how could you contain iraq anyway when the euros would be resupplying him after sanctions removed. Hell they were doing it already. mike

The sanction regime was already highly corrupted, and, by the end of the Clinton Administration, there were regular skirmishes contesting our overflights to maintain the no- fly zones. Saudi Arabia was withdrawing basing rights. France, in 1999, I believe, had already signalled that it would prefer to retire sanctions, and humanitarian organizations, cognizant of the diversion problem, were estimating between 300,000 and 500,000 children dead due to sanctions and the diversion of the proceeds from permitted oil sales, which were supposed to be earmarked for relief. Also, Iraq is surrounded by corrupt countries and has a very porous border.

Besides, no one is sanguine about containing North Korea.
