Killian, after leaving the military, felt that his old memos needed to be re-entered into his files.

He would have been the first NG guy who did a lick of work after retiring. And can you imagine the thousands of files he must have had which needed to be properly typed up using a computer just so that someone--who?--could read something from the early '70s about which nobody cared?

But, hey, it's an explanation and the Dems need one, no matter how outlandish.
