Yes, it was notable that Powell used the G word. As I remember, the administration deliberately avoided that word earlier, knowing that it would face this very question.

Powell seems to run contrary to a number of administration policies, and sometimes goes out on limbs. It is rumored that he will not serve a second term even if Bush is reelected. Wonder if he is trying to make one last try at avoiding another Rwanda by forcing the issue.
