What you are missing in your sideshow is that someone created the documents. I once arrested an attorney and associate of his for creating false documents for the purpose of planting them where they would be "discovered" with innocent witnesses present. This would then allow them to prove the state had "framed" them in another issue. Needless to say the ISSUE became the forged documents.

Needless to say, they both became state residents.
