One of the first things they teach young officers is its illegal to keep a personal file on your senior officers including your Commanding Officer. Keeping such a file is literally a mutinous act. On the flip side, a Commanding Officer keeping a personal file outside regular channels while not illegal is considered unethical. Killians family is adamant that Killian was a straight shooter and did not engage in such nefarious practices.
