Maybe Kim Jung Il thinks it's OK to test nuclear weapons this close to the election because the country is so divided that nobody is going to do anything about it.

The South Korean stock market (Seoul Composite) closed up +1.76% on Sept.10th, one day after the explosion in NK.
If it had been a nuclear explosion, I would have expected it, as well as most of the Asian markets, to have closed significantly lower.
