Under 400m, you don't need the extra energy to strike a target. Energy bleeds with distance. The closer the target the less energy you need. In wwii the Germans recognized that most infantry combat happened at distances under 400m. Large rifle ammunition the 8mm mauser, the German equivalent of the 30-06 was very heavy and costly per round. If combat was occuring less than 400m usually, that extra weight and energy served no purpose. The weight that an infantryman has to carry is critical. Anything that can be done to lighten unnecessary weight is well advised. Thats why the german develped the MP44 Sturgewehr. The ammo was less powerful and much lighter and well adapted to close quartered combat.
