If Bush has defined the problems he inherited, he has not made a case to the public on what he has done to take those problems and move them towards a solution. After all Clinton got voted in by the public because of a failing economy and he put a good economic team together (Robery Reich, Robert Rubin, Andrea D'Tyson etc.) to put this country back on a prosperous economic path. On th other hand. Bush's economic team had a fall out where O'Neill was let go and he came out saying that from day one (yes not after 9/11) in his office, Bush was more interested in Iraq than the economy.
