Qualcomm has not.

In their recent Analyst Day, Motorola claimed to be involved in two WCDMA HSDPA trials in Europe. I think they said field trials but I'm not posiive. Doubtful that they have yet sampled a chipset intended eventually for commercial use, but Nokia (TI), EMP (TI), TI, NEC/Agere, (and possibly Renesas), are no doubt in some stage of development of HSDPA handset (or chipset) prototype development for lab and field trials.
