Keep time in mind. Latin Americanization it is next to impossible to reproduce. Societies and their economies are product of a set of circumstnaces.

Put into your equation the historic perspective.

The circumstances that gave way to Latin America no longer exist.

Thsoe circumstances were:

1) Transition between UK and US hegemony (first 1/2 of last century)

2) Cold War (second half of last century)

Both circumstances no longer exist.

Nowadays there's no support of caudillos and dictators.

Nowadays the level of education and a access to media is much more widespread.

Leaders in Latin America are elected via ballot box. A Chavez or a Lula or an Argentinean leader can do pretty much what they want.

It is another ball game.
