That's stated pretty well, IMO.

It also coincides with IMJ saying:

"THEY think it's GSM but it's REALLY cdma."

That one's hard to call.

When they finally joined ETSI in 1997, the basic architecture of UMTS, or at least the general requirements were already shaped, even though the primary and secondary access modes weren't formally chosen for another 3 months.

The good news is that when they finally engaged in active 3GPP participation, they fully engaged, and essentially because of the 12 to 18 month delay in WCDMA standards maturation and commercialization, they didn't engage too late. In the nick of time I would call it.
