They investigate everyone that runs for office, long before they get near the presidency. However, elected officials don't have the same luxury as appointed individuals. Appointed Cabinet individuals are not placed by the people, but by a Governor or President. Note the Jim McGreevey appointment for the need of such protocal.

The FBI cannot declare a President unfit. They could only produce evidnce to the legislature for action or review.

Bill Clinton did not have many of his people functioning in the WhiteHouse cleared. That was for reasons that later became obvious.

Can anyone imagine a bunch of Democrat FBI files in the WhiteHouse now?
