If you exclude Israel and Iraq, nearly the same percentage was done by al Qaeda, or affiliates. This is not a war on terrorism and certainly not a war on Muslims. It's a (very unsuccessful) war on al Qaeda.

Zero tolerance of terrorism will never work, just as it won't work on crime or drugs. To make zero tolerance work, we would have to become a police state.

This was the point I was making. On this point, we are in agreement.

True. But the interim could be a step back.

On a related note, my comment originates from some sadness with seeing a couple countries that had pretty good women leadership at the top, get negatively impacted by capitalism where a country tends to get ruled by the middle, not necessarily by the ones that want women to have the rights. Which makes me sad to see this.
