My money is on Burkett did the memos.

msnbc.msn.com
Burkett said he saw documents from Bush’s file discarded in a trash can a few days later at Camp Mabry in Austin, Texas. Burkett described them as performance and pay documents. He said the documents bore the header: “Bush, George W. 1lt.” — meaning first lieutenant.

Pay records don't get pitched in the trash....

Joe, that would go along with the internal struggles within the Kerry campaign. Things going bad? Just add more staffers. Campaign by committee. No one knows who's in charge, what strategy to adopt, or how to respond to attacks.

Meanwhile, the Anyone But Bush fanatics are holding out their final hopes in the debates. Too bad for them; Bush should have an easy time pushing Kerry's buttons with his own Senate record, and Kerry won't resist running back to Vietnam.

WHY ARE WE WAITING? This Rather story has the potential to become huge. We can have a few ideas about what's going on behind closed doors at CBS. Rather is refusing to apologize or quit. Or he's threatening to bring others down with him. Or the sources for the forgeries are political dynamite - whether they're connected to the Kerry or the Bush campaigns - and so decisions have to be made about whether to expose them. It's like a good Washington thriller. And it has the potential to transform the election.

I think it already has.

Why do you got to the tabloids for your news?
