I recall Bush claiming that Libya's actions were a result of his policy, but I don't recall Quadhafi saying it.

A little-noticed provision cleared the House of Representatives last week that would prohibit local, state or federal authorities from requiring any institution or health care professional to provide abortions, pay for them, or make abortion-related referrals, even in cases of rape or medical emergency. ... the measure would enable hospitals to refuse to provide abortions, or referrals, even if a pregnant woman had been raped or was in critical medical condition. Frances Kissling, president of Catholics for a Free Choice, said she fears for the rights of women in conservative states. "That the U.S. Congress would be so callous . . . cnn.com (My Mom almost died when pregnant so granting women the right to live is a very touchy topic for me.) The hospital and my Mom & Dad's health care insurance had rules against providing contraceptives, and against taking medical procedures to spare a mother's life. The govt would prefer to see your Mom die, leaving behind half a dozen children without their Mom. Congress needs to pass a law that gives women the right to remain alive. Geez.
