The agreement was a ceasefire, with the French thinking that if they gave up half the country they could keep the other half for themselves.

More or less it was a ceasefire too. But it was much more than that and it did not involve the French.

The French surrendered at Dien Bien Phu in 1954 and left.
In 54, in Geneva the line was drawn at the 17th parallel, pending elections to be held in 56.

Ho Chi Minh took over the North and Diem took over the South. The elections never happened.
