TP, I can only speculate that the adding of signatures and such was designed to increase their value when sold.

A dictated copy should have been sold as such, at the very least for purposes of journalistic integrity. The fact that someone went through the trouble to add signatures and make the memos look like copies of originals smells incredibly fishy.
