Bush has said he has directed DOD to release his records. He HASN'T said has signed the form authorizing that. The military being the military, nothing happens without the right paper.

'm not sure if this would work, but maybe in the job application for President, there should be a requirement that ALL personal records MUST be released: taxes, military, academic, etc.
The guy who has to sign that bill is the guy that gets hurt by it. :-)
