You're right, there's nothing new about compartmentalization. Federal employees are used to working that way. It's the way business is done in Washington. It's a measure of security, no need to know more than necessary, but it can also be abused, and the question is was this culture of compartmentalization abused on 9/11/01 to further a broader agenda?
