Mostly the middle classes (or the rich). The poor don't have much money to rip off.

In general there are greedy and unscrupulous people among all significant groups, rich, middle class, poor, different ethnic or religious groups, different nationalities, states of residence ect.

But the majority of wealthy people don't get wealthy by ripping people off, and very few of them get wealthy by ripping off the poor (who don't have a lot of money to rip off, so you really have to rip off a lot of them).

That's why there are so many laws in place to protect the lower classes or did you think it was another conspiracy on the part of the poor?

More often its lobbying by the already wealthy trying to lock out competition. They have theirs and they would rather not have to deal with tough competition. To an extent this is an example of ripping off the poor and the middle classes who pay more for goods and services in a less competitive industry but it is ripping them off with the assistance of the government, which I've already mentioned as the most common way the rich rip off other people.
