I think your interpretation of the numbers is erroneous. These number indicate the perception of the people about where the President is taking this nation. It is the direction that this nation is being commanded to by the President.

Yes we were attacked. But then after the attack, the President chose the options and take the country in that direction. And the options he chose is what 42% agree as the right ones and 54% say are the wrong options.
