it appears to me this is doing away with electoral vote vs popular vote. It would appear to give democrats more votes along population by splitting votes and less weight to the state.

I expect you do not see northeast moving toward republican but as more move to midwest and south states for retirement jobs from the northeast, you would gain more votes if in these states electoral vote splits up according to popular vote.

Is this a back door approach to eliminate electoral vote.
