Offering carrots to terrorists:

If Kerry inherits Bush's mess in Iraq then he will immediately do three things:

- Call in a global summit conference and call for every country in the world to join in. Telling them the Bush neocons are out and it's a brand new day. That will work.

- Crash strongholds of any terrorists but then offer carrots.

- Possibly divide up the country with buffer zones a la Kosovo. Iraq never should have been a country in the first place. It is really three countries the Brits forced together. Only a strongman like Saddam could keep them together.


It will be tough but Bush can't do it, only Kerry can.
