If we had taken the offensive, and sought to capture Hanoi, we would very likely have won. We did not need control of all of North Vietnam, just the ability to paralyze support for the VC while the RVN established control over the countryside. It is possible that we should not have bothered at all, of course, but once we did, we were obligated to push for a more decisive outcome, as soon as possible........
