He certainly is. Like, when the federal government borrows money from the SS trust, as it has every year for 30 years, it provides its promissory note in exchange. And that without such borrowings, the SS trust would have EVEN LESS earnings.

He also missed the point that there *IS NO SS SURPLUS*, if one uses any reasonable accounting method. But that's only a $26 Trillion "nuance".

Maybe it wasn't a nuanced flip flop but simply a verbal slip of the tongue. You know a Bush classic! He outdid himself with the one about the OBN-GYN.
