Bush made news as Texas governor only when he was almost hit by a dumpster while jogging. That was before he was wrestling pretzels or taking dives off his bicycle and Segway. TP

"Was he like this in TX as well?" Hard to tell. He wasn't in the news nearly as much, the governor can be pretty safely ignored for the most part. Mainly, he played golf. Even by Texas governor standards, he was pretty much part time. Except when it came to tax cuts or doling out bennies to the rich and influential. Then there were amazing bursts of activity... Bennies to the rich...............I can see how that would be very motivating. Speaking of which, Bush has raised more money than any other president before.............$260 million. "Bennies to the rich" can be very rewarding.
