don't think it's accurate to say that empires demand tribute. The British empire did not.

Ever hear of the "salt tax" in pre-independence India (which was then part of the Empire) ?

Indians collected water from the sea, made salt out of it, but when sold to other Indians, a portion went into the Empire's coffers.

At least, we don't as long as we have a president who demonstrates world leadership rather than global cowardice.
